Analysis of the needs of public prosecution and the State Prosecutorial Council in terms of human resources management

The Human Resources Strategy in the Judiciary for the period 2022–2026 determines goals and measures that need to be implemented in the field of human resources management in the judiciary. The implementation of these goals should directly result in an impartial and transparent selection process, efficient performance appraisal system, modern system of continuous professional training and development, strategic planning of human resources, as well as the establishment of a special function of human resources management in the judiciary. The situation in the field of human resources in public prosecutor's offices is characterized by a pronounced shortage of staff in certain categories (e.g. prosecutorial assistants, notetakers), but also inadequate distribution of existing staff in relation to the scope of work and the number of cases processed.

Project team prepared an Analysis of the needs of public prosecution and the State Prosecutorial Council in terms of human resources management, which aims to provide recommendations for strengthening overall capacity, especially staff management capacity. The analysis was based on available analyzes and reports, a review of the practice of individual EU member states and an analysis of the human resources situation in the State Prosecutorial Council and the public prosecution.

Since human resources management aims to achieve success through its own employees, the Analysis provides a number of recommendations in relation to the State Prosecutorial Council, public prosecutors and deputy public prosecutors (regarding determining the required number of deputy prosecutors, performance evaluation and training of public prosecutors). The analysis also provides recommendations regarding prosecutorial assistants, notetakers and administrative staff and, finally, recommendations regarding human resources management software.
